SummaryThis position is located within the Financial Management Services Center of the Office of the Chief Financial Officer. The Financial Management Services Center is a major agency accounting and financial facility supporting nationwide billing, payroll, collection and payment programs, national Credit and Finance Program, consolidated asset management, interfaces with Treasury and other agencies, and customer service and support.ResponsibilitiesThe employee provides expert professional accounting advice and guidance on nationwide financial management, accounting and payroll systems, serves as a supervisor over lower graded Accountants and Accounting Technicians in the Division.Advises financial and program managers, and other accountants, on difficult accounting problems and provides system solutions to control reporting problems.May serve as a designated regional representative, including formal presentations on regional or national committees or councils, with delegated authority to recommend changes in regional or national standards, programs or policies.Uses technical knowledge to serve as the focal point for key programmatic decisions related to his/her assigned program areas.Provides input in the formulation of accounting and financial management policy and procedures for the Agency.Identifies operating policies and procedures which need to be established or revised.Researches and analyzes a large variety of complex technical data, obtaining information from various sources, working closely with customers and other accountants, as necessary.Supports internal and external audits providing data/information and technical expertise on accounting, financial management and related policies, procedures and reports.Supervises a staff of financial specialists through direct supervision in the delivery of financial program goals and objectives.RequirementsConditions of EmploymentQualificationsYou must possess the Basic Requirements indicated below, plus additional specialized experience to be considered eligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements: Degree: Successful completion of a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (this can include up to 6 hours in business law). OR Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1.) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirements described above, the following additional specialized experience is required. Specialized Experience Requirement: GS-13: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level. Specialized experience is defined as experience advising on accounting problems and providing system solutions to control reporting problems. Processing and monitoring complex accounting transactions, including ensuring abnormal balances are resolved and variances cleared through corrective adjustments. Recommending posting models for the proper recording of accounting transactions in an accounting system. Researching and analyzing a variety of accounting data to prepare analytical reports. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.EducationSee above for education requirements.Additional InformationCareer Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Veterans who are preference eligible or who have been separated from the armed forces under honorable conditions after three years or more of continuous active service are eligible for consideration under the Veteran's Employment Opportunity Act (VEOA). Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary or term employees of federal land management agencies opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status (such as LWOP) is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. This is not a bargaining unit designated position. Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
