flows.Job SummaryThe Project Manager will be responsible for
overseeing, supervising, and coordinating the management of
specific utilities projects; will coordinate assigned activities
with other divisions, vendors/contractors, outside agencies,
current and prospective customers, and the general public; and will
provide highly responsible and complex staff assistance to the
applicable management representative.Additionally, the Project
Manager will advise the local General Manager on technical and
project management matters within the local market, provide
engineering support for routine and non-routine maintenance, and
support day-to-day plant operations.Duties & Responsibilities
- Manages budget development, design, construction, budget
management, and related project functions and professional
contracts.---Coordinates with Procurement to delineate
responsibilities for purchasing and bidding activities.
- Manages projects to ensure completion of projects within
budgetary, regulatory, time, and quality constraints.
- Identifies organizational requirements, staffing requirements,
and operational activities necessary to effectively execute
assigned projects.
- Directs the preparation and/or review of plans, specifications,
estimates, and contracts for assigned projects.
- Coordinates utility project activities with other divisions and
outside agencies, organizations, and utility franchises; resolves
sensitive and controversial issues.
- Performs a variety of applicable project conflict resolution
duties; resolves engineering problems in the construction phase;
acts on behalf of the client/representative in meeting with and
resolving engineering problems with project contractors, private
engineers, owners, and developers.
- Provides staff assistance to local management; conducts a
variety of studies and investigations; develops and recommends
modifications to utility facility programs, policies, and
procedures, as appropriate.
- Attends and participates in professional group meetings; stays
abreast of new trends and innovations in the field.
- Identifies opportunities for improving service delivery methods
and procedures; identifies resource needs; reviews with appropriate
management staff; and implements improvements.
- Participates in the development and implementation of goals,
objectives, policies, and priorities; and additionally, recommends
and implements policies and procedures.
- Maintain drawing and project files for the New Orleans
systems.

qualifications:
- A Bachelor's engineering degree from an accredited college or
university, with major course work in chemical, civil, mechanical
or electrical engineering; construction management; or a related
field.
- A minimum of five (5) years of experience, including two (2)
years of project management, administrative and/or supervisory
responsibility; knowledge of energy systems, HVAC design, district
energy, or sustainable energy design a plus.
- Knowledge of Project Management techniques including budgets,
schedules, drawings, specifications, RFI(s), submittals, daily
field reporting and how to manage project meetings.
- Background in both project management and engineering; past
experience overseeing the overall spectrum of estimating, billing,
purchasing and personnel for a particular job combined with
experience in coordinating the hands-on work needed to achieve the
project objectives in the field.
- Experience with projects in a plant environment.
- Experience with civil projects including underground
piping.
- Excellent proficiency with Microsoft Office Suite applications
including MS Project (Gantt charts with dependencies), MS Word, MS
PowerPoint, and MS Excel. Experience with project management
software, computerized maintenance management systems (CMMS),
scheduling software, and document management systems a plus.
- Ability to communicate effectively with plant operations and
contractors.
- Ability to work in a dynamic, complex, fast-paced environment,
to adapt quickly and to manage changing priorities.
- Able to understand engineering concepts and designs to support
operational needs.
- Familiarity with central utility plants, energy systems,
alternative energy, and sustainable design a plus.Position-Specific
Knowledge & Experience:
- Principles and practices of program development and
administration.
- Civil, structural, electrical, traffic control, geotechnical,
and mechanical engineering principles and practices.
- Able to prepare and review the preparation of plans and
specifications.
- Ability to read and understand utility drawings and as built
drawings.---Experience with MicroStation, AutoCAD or other relevant
applications is a plus.
- Estimating principles and practices.
- Contract administration principles and practices.
- Pertinent federal, state and local laws, codes and regulations,
including public contract law.
- Ability to effectively interpret and apply applicable federal,
state and local policies, laws and regulations.Conditions of

- Successful completion of Criminal Background Check and Drug

- Valid Louisiana Drive's License.
