Job Description:
Parsons is hiring a Director of Operations & Maintenance to support
our Petroleum efforts in Texas supporting the U.S. Department of
Energy. In this role you will oversee the day-to-day operations of
a major DOE site. You will support the Program Director to provide
overall management of contract performance, legal services, project
planning and control, public affairs, graphics, records management,
self-assessments, and miscellaneous support services. This includes
integrating activities between multiple DOE prime contracts.
What You'll Be Doing:
Acts as the Company representative with the client.
Establishes quantitative and qualitative metrics, guidelines, and
standards by which the company's efficiency and effectiveness can
be evaluated; identifies opportunities for improvement.
Implements policies and procedures that will improve day-to-day
operations.
Leads coordination and integration of efforts among operations,
engineering, technology, and customer service to produce smoother
workflow and more cost-effective business processes.
Work with PMs in negotiating changes to the scope of work with the
client and key subcontractors.
Markets and secures additional work with client. Establishes
program financial goals and works with PMs to meet or exceed these
goals and grow the program.
May work with PMs in negotiations with regulatory agencies and in
public meetings in support of projects.
Maintains a Program Management Plan establishing the program
requirements and implements monitoring procedures to ensure
compliance with Parsons' and client requirements.
Conduct regular PM and client performance and coordination
meetings.
Coordinate with BD on growth strategies and initiatives.
Assigns PMs responsibility for executing project plans after
careful assessment of how to use their qualifications and
strengths. Provides input to performance reviews and development
plans for subordinates.
Responsibilities may include labor relations and interfacing with
payroll operations (related to self-perform construction work with
union employees).
Ensure adequate company resources are available PMs, through
liaison with support departments, other offices, or subsidiaries,
to create project teams capable of completing effective, quality
work.
Coordinate with other FMs on rewards/recognition, staffing needs,
hiring, mentoring and career development opportunities, and
performance reviews.
Collaborate with the office facilities staff to address program
space requirements.
Monitor PMs to ensure they are working with other managers, project
engineers, and discipline leads to develop budgets, schedules, and
plans for projects.
Works with the PMs to devise and execute actions plans to rectify
potential cost overruns or delays, or to accommodate significant
changes to the scope of work. Advises the client and company
management of any such changes.
Monitor financial, safety and quality performance of projects.
What Required Skills You'll Bring:
Bachelor's degree in Engineering related technical/business
field.
15+ years of related program management experience in refinery,
petroleum, oil & gas, chemical, business line, or DOE or USACE
experience.
Should have a broad general technical and business background.
Must have the ability to manage programs, interface with clients
and enjoy being hands on technically in the project.
Our Director of O&M will still get very involved in the designs
on the project; should be able to grasp the high-level technical
requirements of the project covering all disciplines
Comprehensive knowledge of industry standards
Incumbent must meet Parsons' project management certification
requirements.
Proven ability to perform in a management capacity, excellent
written and oral communications
Good social and soft skills to manage the team members
effectively
In performing this contract, the Contractor shall comply with
applicable federal, state, and local laws and regulations; and
shall be responsible for obtaining such licenses, permits, and
other authorization that may be necessary for the performance of
the work.
What Desired Skills You'll Bring:

Professional registration and/or PMP preferred.
