All others are invited to apply to the other Vacancy Announcement for this position, open to "All US Citizens"CBST-10929023-20-HCThis position is located in the Pathology and Laboratory Medicine Service at the Southeast Louisiana Veterans Healthcare System in New Orleans, LA.Learn more about this agencyResponsibilitiesDuties include but are not limited to:* Serves as primary operator of the Flow Cytometer in the Hematology Laboratory.* Serves as the primary assistant with retrieval of bone marrow samples.* Assumes responsibility to maintain and document operations including preventive maintenance, calibration, quality assurance and quality control.* Assures orientation, training, and competency assessment of all staff.Maintains records of employee's evaluation and training.* Assures the Flow Cytometry Section meets the standards of the various accreditation agencies such as the College of American Pathologists (CAP), the Joint Commission (TJC), and other inspection entities.* Coordinates the laboratory competency program, the Clinical Laboratory Improvement Act (CLIA) laboratory proficiency/survey program for the Flow Cytometry system. Performs, reports, and evaluates results of proficiency testing. Analyzes outliers, investigates cause, and provides corrective actions.* During CAP and/or Joint Commission inspections the incumbent represents Flow Cytometry and answers any checklist questions and provides any requested testing policies and/or procedures and have documentation readily available for review. Also, is able to inspect other Flow Cytometry laboratories.* Serves as a recognized regulatory expert and provides authoritative consultative services to management at all levels of the organization.* Recommends updated guidelines and policies in compliance with regulatory requirements for non-routine or complex assignments.* Develops and assist in writing procedures and other documents as needed or directed.* Helps develop and assist with validation protocols. Performs all required validation and correlation procedures.* Performs and monitors specialized testing and evaluates results for accuracy.* Assures corrective action is initiated when test performance deviates from established performance specifications. Identifies discrepancies, solves problems, and presents solutions.* Adheres to practices and regulations governing biosafety and biosecurity in the workplace.* Recommends alternate testing to overcome ambiguities in the clinical diagnoses.* Keep abreast of emerging trends and technology and adopts appropriate methods and testing.* Other hematological testing may be added as needed* Additional Duties as assigned.Work Schedule: Monday-Friday 7:30am-4:00pm Occasional Weekends. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree.OR(2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics,ANDtwo years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.OR(3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics,ANDfive years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.Foreign Graduates. Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following:(1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree.(2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination.Certification. Candidates must have either (1) or (2) below: (1) Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. (2) For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). Technologists with categorical or specialist certifications may only perform duties within the area of the laboratory specific to their categorical certification (e. g., an individual with a chemistry (C) certification can only perform duties in chemistry).English Language Proficiency. MTs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, of VA Handbook 5005/72 Part II Appendix G24.May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Preferred Experience: The ideal candidate would have experience validating a Becton Dickinson FACSCanto Flow Cytometer, and at least 5 years' experience operating this instrument. This experience should encompass at the least 8-color leukemia, lymphoma testing on peripheral blood, bone marrow, body fluids and tissues. The ideal candidate would have ASCP Advanced Specialist Certification in Flow Cytometry, SCYM(ASCP). Microsoft Office skills are desirable.Grade Determinations. The following criteria must be met when determining the grade of candidates.GS-11 Medical Technologist (Technical Specialist)Experience: Must have 1 year of creditable experience in the specialty (Medical Technology) which would be the equivalent to performing the job at the next lower grade level (GS-09), which is directly related to the position to be filled.OR,Education: Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field.In addition to the above grade requirements you must be able to demonstrate all of the following KSAs:1. Advanced knowledge and understanding of concepts, principles, methodology of medical laboratory technology, regulatory and accrediting agency requirements, medicolegal requirements and pertinent statistics sufficient to perform complex diagnostic tests.2. Skill to apply new scientific/technical developments and theories to laboratory testing.3. Advanced knowledge of instructional techniques to instruct newly hired technologists and clinical pathology residents in proper performance of tests and applications of the laboratory procedures.4. Ability to develop procedures for new tests and modify existing procedures and methods in order to resolve problems relative to complex and difficult situations.5. Advanced knowledge of a particular discipline or function with wide latitude for exercising sound independent judgment.References: VA Handbook 5005/72 Part II Appendix G24This vacancy's full performance is GS-11.Physical Requirements: Work requires extended periods of staying in one position, sitting or standing, some light (less than 40 pounds) lifting, and attention to detail and concentration when verifying patient identification and test request data, and when accessioning and labeling specimens.
