Job Description:
Job Description Job Summary : Under the general direction of the
Human Resources Manager, this position is responsible for
administering all aspects of prevailing wage requirements for state
prevailing wage and federal Davis-Bacon Act (---DBA). Duties and
Responsibilities: -- Confirms that all Boh Bros. federal contract
jobs (bid or awarded) are subject to Davis-Bacon prevailing wage
rates by reviewing the job set-up sheet for important details to
include reviewing the actual contract language if needed; --
Ensures that a copy of the Prevailing Wage determination on
applicable federal/State/City jobs is in file and verifies that all
appropriate work classifications are included in it; -- If not all
work classifications are included for that project, files a
conformance or assists the General Contractor in filing for a
conformance; to include obtaining all signatures required on the
form and then tracks and ensure that conformance has been approved;
-- Works internally with the Subcontractor Certified Payroll
Coordinator to identify and confirm all subcontractors that will be
working on the job and assists in determining if the work to be
performed is required to be reported to the Contracting Officer on
the weekly Certified Payroll in compliance with Davis Bacon rules
and regulations; -- Communicates with Department Heads/Project
Managers as needed to educate, assist and ensure compliance with
the Davis Bacon rules and regulations as needed and asks for
assistance when needed; -- Processes and submits Certified Payrolls
to the Contracting Officer in a timely and accurate manner; --
Performs random internal audits including employee interviews and
prepares written documentation to substantiate compliance; --
Participates and assists in ongoing DOL-WHD audits to understand
requirements as set forth by the DOL Investigators; -- Responsible
for the safeguard and retention of the Certified Payrolls and
related documents as per the company---s retention policy and Davis
Bacon regulations; -- Keeps informed with all applicable laws,
federal, state and local. Maintains updated knowledge regarding
wage and hour, FLSA, Davis-Bacon and Related Act, and other
applicable laws. -- Stays current with apprenticeship laws and
relative guidelines. Ensure that proper state-endorsed
documentation is provided to Boh Bros. of Apprenticeship
participation. -- May need to attend pre-bid and/or
pre-construction meetings to explain prevailing wage rate
requirements and contractor---s responsibilities. -- Actively
participates in Field Auditor, Payroll/HR Meetings to share insight
and work out any issues with timekeeping, work performed on the job
and linking equipment to employees. -- May provide back-up support
to Fringe Benefit monthly processing to Unions, and other payroll
related activities as needed from time to time. Skills, Knowledge,
Qualifications & Experience Bachelor Degree in Business
Administration, Accounting or related field or an equivalent amount
of payroll or certified payroll processing experience preferred. 3
--- 5 years experience processing Certified Payrolls in LCP Tracker
or ASHTOWARE. Well disciplined team player with the ability to
manage multiple tasks and set priorities while dapting to changing
situations Excellent communication (verbal and written) and
interpersonal skills. Interest in payroll and payroll processing.
Exceptional computer skills and computer literacy particularly in
MS Office applications and MS Outlook, Power Point and Excel
spreadsheets. -- Must have reliable transportation to the job
assignment; Valid Driver---s License Physical Demands and Work
Environment -- Specific vision abilities required by this job
include close vision, peripheral vision, depth perception, and the
ability to adjust focus. -- Performing this job requires use of
hands to finger, handle or feel objects, sit, talk, hear, stand,
climb, balance, bend, stoop, kneel, crouch or crawl. -- While
performing the duties of this job, the employee may be asked to
visit a construction work site where the employee is exposed to
moving mechanical parts; high precarious places; fumes or airborne
particles; outside weather conditions moderate noise. The
