Job Description:
Under broad administrative review from the Vice Chancellor for
Administration & Finance, incumbent will serve as the Chief Human
Resources Officer providing, promoting, and implementing human
resources values by planning and managing human resources programs.
Incumbent will oversee the development and implementation of human
resources policies, programs, and services including talent
management, HR processing and operations, employee relations,
talent development, regulatory compliance, compensation and
benefits, and employment practices and procedures.
Incumbent works closely with University Chancellor, Vice
Chancellors, Deans, Directors, and Chairs on all aspects of the
University's activities. Additional Position Information Human

Aligns Human Capital Drivers such as employee engagement,
development, rewards and recognition, and culture. Manages Human
Resources Management ( HRM ) operations by recruiting, selecting,
onboarding, orienting, training, coaching, planning, monitoring,
appraising, succession planning, and reviewing staff contributions.
Responsible for all functional areas of HRM which includes Employee
Relations, Employment/ HRM Operations, Talent Development, Human
Resources Information Systems, Benefits, and Compensation.
Maintains a pulse on review and recommendations to existing
policies, handbooks, and creation of new policies as appropriate.
Assists with the counsel, coaching of staff, faculty, and
supervisors with appropriate steps towards effective employee
performance improvement and remediating violations of University
policy and work expectations. Ensures University compliance with
all applicable federal and state laws, rules and regulations
related to HRM . Manages HRM in a complex organization, using
substantial knowledge of Louisiana State Civil Service, State
Government, international services, payroll operations, health and
welfare benefits, classification and compensation and EEO
/affirmative action regulations.
Serves as Appointing Authority for all classified service employees
with the understanding that the Chancellor is the final appointing
authority.
Business Partnerships
Functions as HR Business Partner with senior management by driving
HRM strategies that support business objectives. Partners with
leadership teams to drive key HRM processes and initiatives
regarding staffing, organizational design, compensation planning,
performance management, goal setting and employee development as it
aligns with industry best practices.
Provides leadership for HRM staff by articulating and developing a
shared vision, fostering a working environment of mutual trust,
loyalty, and organizational culture. Implements models of
continuous improvement to design, develop, implement, test, revise,
and update HRM Programs, services, and systems. Leads the promotion
of state-of-the-art, innovative human resources best practices.
Provides expert advice and consultation services to decision makers
at all levels of the organization on HRM issues. Provides
authoritative expertise in areas of law and policy, including
employment, equal opportunity, affirmative action, compensation,
and benefits. Coordinates employee relations activities for LSUHSC
-NO ranging from proactive outreach programs to staff grievance
resolution processes.
Participates in strategic planning and provides leadership with
guidance in carrying out plans related to workforce planning,
succession planning, engagement, and retention strategy. Serves as
key partner in advancing the University's Diversity, Equity,
Inclusion & Belonging efforts.
Strategic Planning
Establishes the vision, mission, and values of the department, and
uses them to articulate and accomplish long range strategic goals
and objectives. Ensures Human Resource Management ( HRM ) goals and
objectives are aligned with organizational goals and objectives.
Strategizes the design, implementation, measurement, and ongoing
management of HRM programs which foster positive employee
relations, high levels of engagement, and mitigates risk. Reports
metrics to Senior Management for use in informed decision
making.
The incumbent drives innovation throughout the organization in
areas such as technology solutions, talent identification,
diversity & inclusion culture, performance management, and talent
development. Uses technology and best practices to facilitate
process improvement within Human Resource Management and LSUHSC
-NO. Creates a strategic vision to automate and redesign processes.
Creates and monitors HR analytical metrics and develops strategies
for improvement of HR processes and overall operations based on
analysis. Supports efforts to drive the organization in staying
current in best practices, systems, tools, and processes that will
promote engagement across all areas.
