view more details about this job. The Infrastructure Manager's role
is to plan, organize, and manage staff and overall operations to
ensure the stable operation of the organization's IT
infrastructure. This includes developing, maintaining, supporting,
and optimizing key functional areas, particularly network
infrastructure, server infrastructure, data communications,
telecommunications systems, and security solutions. The
Infrastructure Manager will also schedule and direct activities to
resolve hardware and software problems in a timely and accurate
fashion.This individual also participates in the planning and
implementation of policies and procedures to ensure system
provisioning and maintenance that is consistent with City goals,
industry best practices, and regulatory requirements. Examples of

- Design and implement short- and long-term strategic plans to
ensure infrastructure capacity meets existing and future
requirements.
- Develop, implement, and maintain policies, procedures, and
associated training plans for infrastructure administration and
project management.
- Participate in the development of IT strategies in
collaboration with the executive team.
- Conduct research and make recommendations on products,
services, protocols, and standards in support of all infrastructure
procurement and development efforts.
- Establish service-level agreements with business units.
- Collaborates with the IT management team and participates in
the development of work that aligns with and supports the City's IT
Strategy. -Acquisition & Deployment
- Prepare RFPs, bid proposals, contracts, scope of work reports,
and other documentation for infrastructure projects and associated
efforts.
- Negotiate with vendors, outsourcers, and contractors to secure
infrastructure-specific products and services.
- Assist with the planning and deployment of infrastructure
security measures.
- Evaluates and recommend the securing of hardware and/or
software for projects and associated efforts.
- Communicates with vendors, outsourcers, and contractors to
identify and recommend products and services. -
- Assists with planning and deployment of departmental decisions
that have been reviewed and approved by the IT Management team.
Operational Management
- Manage and set priorities for the design, maintenance,
development, and evaluation of all infrastructure systems,
including LANs, WANs, Internet, intranet, security, wireless
implementations, and so on.
- Conduct feasibility studies for various upgrade projects,
improvements, and other conversions.
- Define hardware and software standards in conjunction with
owners and stakeholders.
- Test network performance and provide network performance
statistics and reports; develop strategies for maintaining the
network infrastructure.
- Test server performance and provide network performance
statistics and reports; develop strategies for maintaining server
infrastructure.
- Manage operational costs; conduct short- and long-term
financial forecasts for expanded functionality/user base.
- Establish and maintain regular written and in-person
communications with the organization's stakeholders, department
heads, and end users regarding pertinent infrastructure
activities.
- Practice IT asset management, including maintenance of
component inventory and related documentation.
- Direct and administrate the System Administrator, Network
Administrator, and Security Analyst roles, and conduct performance
reviews and corrective action.
- Performs system and security audits.
- Based on business requirements, works with the Enterprise
Systems manager to ensure that data hosted by the City is
identified, backed up, and recoverable in the event of a
disaster.
- Researches emerging products, services, protocols, and
standards in support of systems software procurement and
development efforts.
- Creates required reports in response to business user
needs.
- Participates in negotiations with vendors, outsourcers, and
contractors to secure software products and services.
- Manages and/or guides other members of the team when
appropriate. Typical Qualifications General Skill Levels Knowledge
of:
- Proven experience managing and delivering infrastructure design
and operational excellence.
- Exceptional knowledge of service and application delivery, as
well as successful service-level agreement accomplishments.
- Working technical knowledge of current systems software,
protocols, and standards, including Windows Active Directory, Azure
Active Directory, and Azure Services.
- Strong knowledge of local area network administration.
- Hands-on software and hardware troubleshooting experience.
- Experience with data management
- Experience documenting and maintaining configuration and
process information.
- Good understanding of the organization's goals and
objectives.
- Experience in interpreting the applicability of local and
federal laws/regulations to company operations. Skills in:
- Excellent written, oral, and interpersonal communication skills
with the capacity to present ideas in business and user-friendly
language.

as appropriate. Education/Experience:
- Bachelor's Degree in Computer Science, Information Systems,
Information Technology, or a closely related field. -
- Minimum of 10 years of related work experience.
- Equivalent combination of education and experience may be
accepted. Preferred Certificate or Licenses:
- COBIT 5 Foundation, Information Technology Infrastructure
Library (ITIL) Physical Requirements/Working Conditions:

information. -Includes on-call availability as needed, nights and
weekends on occasion. -May also be required to operate a City
