Job Summary

The Public Works Officer, Southern Region is responsible for providing support to regulations and liaises with municipalities as well as internal and external stakeholders (e.g., Engineering, Public Affairs and Regulatory) to ensure that the changes in regulations are successfully executed. The position is the first point of contact for local, state and federal transportation entities for inspections, safety improvement programs, and all aspects related to grade crossing safety as well as for project managing and coordinating all engineering interaction of the respective territory.
Main Responsibilities
Project Management

  • Lead and coordinate local, state and federally funded programs such as at-grade crossing programs
  • Coordinate and handle recoverable with road authorities (State or Municipal) projects such as at-grade public crossing alternation projects, new signal installation projects, and grade separations
  • Negotiate agreements with internal and external stakeholders to ensure that CN's interests are protected and minimize financial exposure
  • Collaborate with external stakeholders to formalize agreements into contracts, including the submission of estimates, agreements, and billing Crossing Safety
    • Inspect and maintain inventory of all road crossings, both at grade and separated, on public and private roads
    • Conduct safety audits of public, private and farm crossings and communicate with Road Authorities, Owners, CN Engineering Officers to ensure deficiencies are corrected
    • Respond and monitor Federal Railroad Administration's (FRA) Deficiency Notices Legal Representative
      • Handle all functions of road crossing closures, applications, and hearings
      • Act as CN's representative at meetings with State Agencies, Municipal Government, Road Authorities and the FRA to review safety at crossings
      • Provide written and oral testimony as CN's representative in all regulatory public hearings Permits and Licensing
        • Review, prepare and issue right of entry permits, private crossing licenses, and easements Working Conditions

          The role is performed in a combination of office and outdoor environment in various types of weather conditions with a regular workweek from Monday to Friday. The role requires occasional travel. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.
          Requirements
          Experience

          Railroad Industry
          • Minimum 2 years of experience in railroad industry, engineering function*
            • Minimum 5 years of experience in railroad industry* *Any experience for these above would be considered as an asset
              Education/Certification/Designation
              • High School Diploma or General Educational Development Diploma (GED)
              • Associates or Bachelor's Degree in Engineering, or a related discipline* *Any designation for these above would be considered as an asset
