Job DescriptionCACI is the prime contractor for the MyNavyHR
Transformation program, a large-scale integration and development

Description:The Functional Analyst, Level II (Trng) will be a part
of the Manpower, Personnel, Training and Education (MPT&E)
enterprise team.-- Functional Analyst will be a part of the
Development and Integration Scrum teams. Supports the ---Bring your
own SME--- initiative, serving as a proxy for the Government
Product Owner. Delivers ongoing functional analysis and decision
analytics. Work will be executed in an Agile development
environment, with business analysts teaming with application
developers, testers and training resources to develop and deliver
and support quarterly releases of new business process and
application functionality across a 5-year program lifecycle.
Provides detailed functional support to the MPT&E technical
development team focused on the USN military personnel training and
education requirements, business rules, data, and business
processes as well as understanding of NPC, BUPERS and NETC
personnel functionality and processes and DFAS pay functionality
and processes. Work with senior managers and proposal development
team to identify and solve functional area issues, design
solutions, develop conceptual models, translate functional area
requirements into technical requirements, and support design and
implementation of enterprise application solutions. Provides
functional analysis, understanding, and interpretation of the
MPT&E systems requirements models. Support the technical team
in analysis of the information system baseline and perform a gap
analysis between the baseline, user operational requirements, and
the operating capability of products. Supports technical design
reviews, enterprise approach validations, and work product
assessments. Supports capture and proposal efforts to formulate
winning proposal solutions that include an end-to-end technical
approach (analysis, design, integration, implementation, and
deployment).Responsibilities:Perform as a senior functional analyst
and subject matter expert role on the MPT&E program supporting
the end-to-end personnel training and education business
processes.Analyze and provide functional insight to MPT&E
requirements and specifications from functional users, subject
matter experts, and Requests for Proposals (RFPs)Support
application design, configuration, deployment, and security setup
activities as needed with functional expertiseSupport application
test planning and test execution efforts for the MPT&E
programProvide functional assistance with configuration and
reconciliation of personnel rules to meet Navy Policies and
Regulations.Review completed or rejected military personnel and pay
transactions, taking corrective action when necessary and
identifying root causes of incorrect personnel record entries
and/or incorrect pay entitlements.Identify business rules and
processes to advance service delivery and reduce personnel and pay
errors.Identify DoD / Navy policies, procedures, and regulatory
changes that can impact system design and functionality.Hold a key
role in fit/gap analysis activities and actively support
application design and implementation of identified interfaces and
extensionsReview and comment on proposed functional/capability
configuration for each of the product modulesEvaluation and
feedback on system and functional design documents, test plans and
scenarios, and other associated artifactsAssist the team in helping
to evaluate and test HCM solutions and other third party/custom
solutions as necessaryEffective communication skills and
demonstrated experience working in a team-oriented
environmentREQUIRED QUALIFICATIONS:10 Years of IT experience, with
at least 5 years experience in supporting the end-to-end personnel
training and education functional processes for the USNMust be a
team player and be able to adjust to a dynamic working environment
that supports a government agencyMust have strong written, verbal,
and listening skillsExperience with gathering reporting
requirements and conducting ---map and gap---
analysis/assessmentMust have strong analytical skills and can

clearanceDESIRED QUALIFICATIONS:Bachelor's degree in Computer
Science or Information Systems or other technically relevant
degreeExperience in functional support to large scale commercial
off the shelf (COTS) software development projectsExperience in
functional testing, change management, and governance for large
government organizationsExperience with NPC/BUPERS/NETC personnel
operations including knowledge of Federal Law and DoD/DoN
regulationsExperience with DFAS payroll operations including
knowledge of Federal Military Pay Regulations.Functional
understanding of Naval Education and Training Command processes,
applications, systems and key systems interfaces.Past active duty
service in the NETC training domain.Master Training Specialist
qualificationPast Civil Service experience in the NETC training
